3. Principle of flagging :

4. Regarding the form of flagging of many countries :
When hanging or decorating many flags at the same time and at the same place, the sizes of flags must be uniform according to the size of the Vietnamese flag. If the foreign flag is wider / longer than 2/3, the width of the foreign flag must not be larger than the width of the Vietnamese flag. If the foreign flag has a width/length ratio less than 2/3, the length of the foreign flag should not be longer than the Vietnamese flag. The flags are the same, with only one flag hanging for each flagpole.

Looking at from the outside (or looking upon the stage from below), the flags of the countries are taken according to the English names, the way of flying flags of many countries is determined as follows:

Firstly, when flying the flag of Vietnam (hereinafter the symbol V) and the flag of another country, the flag of Vietnam is on the right, the flag of another country (hereinafter the symbol K) is on the left (K - V).

Second, when flying the Vietnamese flag and flags of many other countries with the total number of flags being odd, the Vietnamese flag is in the middle, the second move flag on the left, the third move flag on the right, the next fourth country on the left, and next Thursday to the right and continue to play the other flags according to the principle of left, right until all (... - C - A - V - B - D - ...). If the total number of flags is even, then take the Vietnamese flag as the center and from there, play the flags of other countries according to the principle of left, right until the end (... - E - C - A - V - B - D - ...).

Thirdly, if the flagpole row is set up on one side, not in front of the building, the entrance road, or one side of the ceremony, the Vietnamese flag is hung at the first position, followed by the flags of other countries (... - D - C - B - A - V - Door) or (Door - V - A - B - C - D - ...).

Fourth, if there are two rows of flags along the two sides of the road to the building, then the Vietnamese flag is at the first position of the right row from outside.

Fifth, when flying the flags of ASEAN member countries and the ASEAN organization flag, they should be ranked in order A, B, C, the letter of the country name (English) from left to right, the ASEAN organization flag is in the last position ( B - C - I - L - Ma - Mi - P - S - T - V - ASEAN flag).

Sixthly, at the signing ceremony, the flag position is hung or placed according to the seat position of the signing member.

5. Organization of implementation:
